A heavy weapons build mainly for being a ghoul and using energy weapons but can use whatever you need and have some cha perks thrown in for team content. This is also not using power armor.
This is my current build for leveling as bow up to level 200-300 before switching to a commando build. No idea how good it works.
I will probably later add a fourth tab how I would start early on without special points or minimal ones, just to get a feeling.

Brain Bombs/ +8 Intelligence(Herbivore Food)
Cranberry Relish/ 25% XP(Herbivore Food)
Leader Bobblehead/ 5% XP
Live & Love 8/ 5% XP(Magizne)
Mechanical Derby Game/ +2 Intelligence(Camp Buff)
Sacred Mothman Tome/ 5% XP(Camp Buff)
Well Rested/ 5% XP(Camp Buff)
Very Well Rested/ 100% XP(4xLunchboxes)
Casual Team/ +4 Intelligence
Berry Mentats/ +5 Intelligence(Chems do not stack only use this)
