Armor Penetration is a tier 4 Combat skill in Starfield with 4 ranks. Its tier unlocks after 12 skill points are spent on the lower Combat tiers. Ranks 2 through 4 each need a challenge completed before they can be bought.
It affects 37 weapons.

Armor Penetration
Attacks ignore 50% of a target's armor.
Rank 4
Armor Penetration
Enemy armor is decreased by 25% for 6 seconds after a critical hit.

Rank 1: Kill 20 enemies with a non-automatic weapon.
Rank 2: Kill 50 enemies with a non-automatic weapon.
Rank 3: Kill 100 enemies with non-automatic weapons.
