While not entirely honorable, and certainly not legal, it is nonetheless occasionally necessary to discreetly remove property from someone's person.
Theft is a tier 1 Social skill in Starfield with 4 ranks. It is available from the start. Ranks 2 through 4 each need a challenge completed before they can be bought.
It is a starting skill of the Cyber Runner and Gangster backgrounds.
