Any pilot can haul cargo, but it takes special determination and training to maximize cargo space.
Payloads is a tier 2 Tech skill in Starfield with 4 ranks. Its tier unlocks after 4 skill points are spent on the lower Tech tiers. Ranks 2 through 4 each need a challenge completed before they can be bought.
