Fear is a weapon enchantment in Skyrim that can be learned by disenchanting and applied at an arcane enchanter. Its magnitude scales with the Enchanting skill and perks. It fits any enchantable weapon. Loot carries it in 6 fixed-magnitude tiers.

Leveled Tiers
Creatures and people up to level 5 flee from combat for 30 seconds.
Creatures and people up to level 7 flee from combat for 30 seconds.
Creatures and people up to level 10 flee from combat for 30 seconds.
Creatures and people up to level 13 flee from combat for 30 seconds.
Creatures and people up to level 16 flee from combat for 30 seconds.
Creatures and people up to level 20 flee from combat for 30 seconds.
Related Spells
Make an animal an ally for 60 seconds.
Target won't flee for 60 seconds and gets some extra Health and Stamina.

Nearby animals will not attack, and their life forces are visible for 60 seconds.
