Perks were selected with movement, hacking, and general smartgun use in mind. If feeling more like leaning into gunning, perks can be reallocated for AR/SMG perks like Spray and Pray, or even go for other weapons like Shotguns to play with the Ba Xing Chong. This is a pretty versatile perk spread that can be adjusted on the fly if needed.
Points
Cyberware
Cyberware was selected primarily to maximize armor, recovering resources on taking down targets, netrunning, and smartgun use. The Thermal Monowire was selected to allow the player to detonate enemies afflicted with Contagion. I applied Cripple Movement to the Monowire in order leave enemies unable to chase me about in melee.
Making use of other Arm Cyberware shouldn't affect the build too much. Just remember to reallocate the perks associated with the Monowire, and maybe consider swapping your deck to a Tetratonic Rippler or Raven.
Allows you to perform quickhacks on enemies and devices while scanning.

Weapons
3/3 + 6The Yinglong and Prototype Shingen Mark V never left my equipment slots once I got them, but the third weapon can vary. Ba Xing Chong, Pizdets, Divided We Stand, Chesapeake, Yasha, the Hercules 3AX, and Ogou were all used depending on my mood at the time.
Keeping a smart shotgun, smart pistol, and smart SMG or AR is good practice for the lower levels to ensure your skills level evenly.
Fires explosive rounds. The modified automated targeting system guides bullets to up to 3 targets while aiming. Perfect for when you're outnumbered.
Deals additional Electrical damage with a small chance to apply an EMP on impact.
Has a chance to severely Poison enemies. Poisoned enemies are more susceptible to Crit Damage. Neutralizing an enemy causes them to explode and leave a pool of acid.
Heavy weapon. Slightly reduces movement speed and jump height.
A rocket launcher that fires explosive rounds. This weapon can smart-target up to six enemies simultaneously. Everything caught in the blast radius is torn to shreds. Be careful - that goes for you too. At low Health, reload speed and Burn chance is increased.
Fire rate increases with each consecutive shot.
Thanks to Boris's mods, the longer this weapon fires, the greater the Crit chance. Comes with its own custom silencer.
Rounds per burst increased to 4. Increases magazine size and projectile speed. When aiming, can lock onto 4 targets simultaneously. Projectiles deal additional Electrical damage with an increased chance to apply Shock.
Fires a burst of two explosive rounds. Hits have a higher chance of dismemberment. Each dismemberment increases Crit Chance and chance to apply Bleeding.
Locks onto only one enemy at a time.
A special version of the weapon capable of additional modification. Optimized design also allows for improved handling.
+20% damage against Elite enemies.
+2 lock-on target(s) +30% lock-on speed +20% headshot damage
Rounds deal increased damage, but have a chance to lose target-lock and miss.
You can smart-target up to five enemies simultaneously, though at the cost of accuracy. Bullets may cause Chemical explosions that apply heavy Poison effects.
Grenades
1/1Incendiary Grenades were my usual go-to in order to make enemies affected by Contagion explode.
Applies Burn for 5 sec.
Deals additional damage to armored enemies.
Quickhacks
8/8Hacks were mostly chosen to emphasize open combat, though there is nothing wrong with starting from stealth. I swapped Cyberpsychosis out for System Collapse whenever I wanted to down powerful single enemies like Regina's Cyberpsychos without killing them.
Allows you to perform quickhacks on enemies and devices while scanning.
+10% quickhack damage
+2% Monowire damage per used RAM unit (max. +30%).
When an uploading a quickhack to an enemy, shooting them with a Smart weapon will accelerate upload speed.
When Overclock is active: Smart weapons and Monowire deal bonus Electrical damage equal to 60% of normal attack damage.
Infects the enemy with a virus that causes toxic cyberware substances to leak. This deals poison damage over time and can spread to 4 enemy(-ies) within 8 m. Effective against closely grouped enemies. Ineffective against mechs, robots, drones and turrets. Stacks 2 times.
Applying a Burn or Overheat effect against an affected enemy will cause the leaked toxic substance to detonate. The explosion removes Contagion's effect.
+15% damage with this quickhack against each subsequent enemy it spreads to.
Deals damage. Mechs, robots, drones and turrets receive additional damage.
+3 sec. duration for all Control quickhacks currently affecting the target.
+10% damage for each stack of Cyberware Malfunction affecting the enemy. This increased damage also causes the affected enemy's weakspot to explode.
Applies an EMP effect that deals additional damage over time.
+20% damage against enemies below a High threat level.
Disables enemy cyberware for 10 sec. and increases all damage against the affected enemy by 5%.
Stacks up to 8 times.
At 2 stacks, permanently disables enemy cyberware.
At 3 stacks, deals Electrical damage over time. Each application refreshes the effect's duration or reapplies the effect.
At maximum stacks, enemy cyberware overloads, dealing massive damage. Cyberware Malfunction cannot be used on the same enemy again.
+15% headshot and weakspot damage against the affected enemy.
Blinds the enemy for the duration of the quickhack. In combat, it greatly reduces enemy accuracy.
Neutralizing the affected enemy via headshot or weakspot replenishes +3 RAM units and spreads the quickhack to the nearest enemy.
Untraceable
Reveals enemies and devices connected to the local network.
+25% lock-on speed with Smart weapons against Pinged enemies.
Highlights devices and allows you to quickhack them through walls.
Deals heavy damage. Damage increases by 10% for each RAM unit currently spent (max. +300%).
-2 RAM cost for 15 sec. after neutralizing an enemy with this quickhack. Stacks 3 times.
When Overclock is active, the damage bonus for Synapse Burnout (based on spent RAM) increases by 100%. Neutralizing an enemy with this quickhack extends Overclock's duration by 3 sec.

+15% melee damage against affected enemies.
Affected enemies are more susceptible to melee Finishers.
+5% Health and +2 RAM after performing Finishers on affected enemies.
Forces the enemy to attack the nearest friendly or hostile. If no one is nearby, they will commit suicide instead.
-6 RAM cost for a short time after applying a stack of Cyberware Malfunction or an EMP effect. Stacks 3 times.
+25% duration and +25% damage dealt by the affected enemy for each other quickhack affecting them.
