Proper Dragonborn
The Dragonborn comes!

Those under the sign of The Lord are more resistant to both Magicka and physical damage.
I recommend taking 5 points in Magicka early to aid in training your Destruction skill. Once the skill is at 50, transition to initializing combat with casting Frost Cloak, then switch to your sword and dagger.
5 in Magicka right off the bat. Switch to 1 Health & 1 Stamina as you continue leveling.
Condition
Although you must become a Werewolf in order to complete the Companions questline, I did not include it as a necessity in this build. Cure it, keep it, your choice.
Powers
Your Nord blood gives you 50% resistance to Frost.
Targets flee for 30 seconds.
Your Nord blood improves your resistance to cold environments by 25 points.
Increases Armor Rating by 50 points and increases Magic Resistance by 25%.
Increases Magic Resistance by 15%.
You do more combat damage to the opposite sex.
You stagger 25% less and foes stagger 25% more.
Your Unrelenting Force shout does more damage and using all three words may disintegrate enemies.
Do 10% more damage to and get 10% better prices from people of the opposite sex.
Combat skills are all 10% more effective.
Power attacks cost no Stamina for 30 seconds.
Fully restores your Health, Magicka, and Stamina.
Summons a spectral drum that plays for 300 seconds, improving Stamina Regen for you and nearby allies.
Loadout
Burns the target for 25 points. Targets on fire take extra damage.
Target takes 25 points of frost damage to Health and Stamina.
For 60 seconds, opponents in melee range take 8 points frost damage and Stamina damage per second.
Target takes 25 points of shock damage, and half as much Magicka damage.
Does 37 points of Magicka damage.
Absorb 20 points of Health.
Absorb 25 points of Stamina.
For 60 seconds, opponents in melee range take 8 points frost damage and Stamina damage per second.
Destruction spells cost 25% less to cast.
Bows do 40% more damage.
One-handed attacks do 40% more damage.
Bows do 40% more damage.
Increases your Health by 62 points.
Increases your Stamina by 62 points.

With Destruction skill to at least 60, Adept perk, enchantments, & Dual Casting; a duel casted Frost Cloak should only cost about 78 Magicka. 150 points in the stat should suffice. (this has not been play tested yet)
I know that the cover art puts the sword in the Dragonborn's left hand & the dagger in the right, but that doesn't work as effectively during gameplay.
The bow is used primarily for fighting dragons. Sapping their Magicka quickly will force them to land.
Shouts
As Dragonborn, Dragon Shouts are your primary offensive capability. Use them liberally, deciding on your own which is best for the situation.
Your Voice is raw power, pushing aside anything - or anyone - who stands in your path.
Inhale air, exhale flame, and behold the Thu'um as inferno.
Your breath is winter, your Thu'um a blizzard.
A Shout to the skies, a cry to the clouds, that awakens the destructive force of Skyrim's lightning.
Odahviing! Hear my Voice and come forth. I summon you in my time of need.
Once a day, take on the mighty aspect of a dragon, delivering colossal blows, with an armored hide, and more powerful shouts.
Your Voice lashes out at a dragon's very soul, forcing the beast to land.
The valiant of Sovngarde hear your Voice, and journey beyond space and time to lend aid.
Your Thu'um creates a whirling cyclone that sows chaos among your enemies.
